Carson’s lived experience as a person with cerebral palsy and a Health First Colorado member has shaped his understanding of the barriers individuals with disabilities face when accessing care, services, and supports. He has spent years advocating for himself to get his needs met, giving him firsthand insight into system gaps, waitlists, and the importance of strong policy.
Professionally, Carson serves as a policy lobbyist for Family Voices Colorado, representing five grassroots disability organizations and regularly testifying at the Colorado Capitol on legislation impacting children with health challenges. He has contributed to major policy wins—including early work supporting HB-1262, which created hundreds of new Medicaid waiver service spots.
These experiences have given Carson both personal and professional perspectives that help him understand the challenges Health First Colorado members face and how to effectively advocate for solutions.
